Forget standardized test scores which do not really evaluate a teacher but rather the compilation of learning from all sources including parents.
How about pre/post diagnostic testing in core subjects at each grade level ...so that you are actually evaluating what a teacher is teaching over the course of a year? And move the final evaluation date to May 31st instead of May 15th so that teachers can have a full year of teaching?
We had diagnostic tests in the early 1980's that were pre/post each year in math and language arts and they were very effective ...they were stopped for political reasons at that time and the excuse of expense.
The tests could easily be developed by a cadre of teachers at each grade level and subject area and they take only a few days to administer. Evaluation of students and teachers is one of the most misunderstood components of education and one of the most critical.
