smf: It appears that the County of Los Angeles is trying to distance itself from the Los Angeles Community College District; interesting in light of the State Controllers Audit criticism that the LACCD lacks both a strategic long term plan and operating funds to operate new capital projects. Not to mention allegations of possible malfeasance.
