'Them that's got shall have. Them that's not shall lose.': VOUCHERS IN LOUISIANA

PRIVATE VS. PUBLIC: Families eligible for vouchers under the Louisiana Scholarship Program are more likely to choose a private school over a public school, even when public school students outperform private school students on standardized tests. And when it comes to public schools, voucher families prefer schools were fewer students are eligible for free-and reduced-price lunch, even though voucher families must have incomes below 250 percent of the federal poverty rate. Meanwhile, a National Bureau of Economic Research study finds that Louisiana's state voucher program may attract private schools that are struggling to maintain enrollment and that participation in the program can lower student achievement:
