In an omnibus article predicting the content of the mayor's State of the City Address tonight - and going  on to look at current and future events Orlov writes:

Also on the spring rerun guide is Villaraigosa's top education adviser, Ray Cortines, who is returning to the Los Angeles Unified School District as an adviser to Superintendent David Brewer III.

Brewer has been beset with problems trying to get a grip on the district and has been slow to grasp some of the politics of Los Angeles, as well in hiring staff.

Cortines served briefly as an interim superintendent of the LAUSD and never has lost his desire to really get involved in the district again.

However, unlike his last venture at LAUSD, there is more suspicion this time because of his close relationship with Villaraigosa.

"I don't know about this," said one education official, who asked not to be identified. "He is fun and he will be a whirlwind of announcements. He is rabidly anti-bureaucracy, which is good.

"But you can only expect him to be effective for five or six months. And then what happens?"
