MOTION
WHEREAS, improving public education is today's civil rights issue, which affects all residents of the City of Los Angeles; and
WHEREAS, the Partnership for Los Angeles Schools is a first-of-its-kind collaboration among the Office of the Mayor, the Los Angeles Unified School District ("LAUSD"),
educators, parents, and the community aimed at addressing the achievement gaps in our public schools; and
WHEREAS, the Partnership for Los Angeles Schools is a 501 (c)(3) non-profit corporation incorporated in November 2007; and
WHEREAS, these Partnership schools are all located in the City of Los Angeles and include in their first phase Roosevelt High School, Santee Education Complex, and Hollenbeck, Stevenson, Gompers, and Markham Middle Schools; and
WHEREAS, the Partnership for Los Angeles Schools will incorporate high expectation initiatives outlined in "The SchoolHouse: A Framework to Give Every Child in LAUSD an Excellent Education," including creating college and work-going cultures, demanding results, ending social promotion through supports and standards, restructuring chronically low-performing schools, distributing family-friendly school report cards, conducting surveys to receive feedback from the school community, establishing service-learning opportunities, and promoting the use school uniforms; and
WHEREAS, these schools will serve as models of comprehensive educational reform in urban public schools and will center on core values of empowering teachers and principals, engaging parents and the community, and providing students with clean, safe, and small schools; and
WHEREAS, the Mayor and the City Council are equally committed to the success of this important and innovative collaboration among the Office of the Mayor, the LAUSD, and the community; and
WHEREAS, the use of school uniforms in public schools relieves the student pressure to compete, remind students that they are all on the same team, and minimize conflict as evidenced by Long Beach Unified School District witnessed a decreases in physical fights by 34% and suspensions by 32% since requiring students to wear uniforms in 1992; and
WHEREAS, the Partnership for Los Angeles Schools and the community, therefore, seek to promote the use of uniforms in its schools in an effort to create the best learning environment; and
WHEREAS, the Partnership for Los Angeles Schools seeks authorization to use the seal of the City of Los Angeles ("City Seal") on its school uniforms because the City Seal represents the rich, complex, and dynamic history of the most diverse city in the nation, instills in all of its residents a profound sense of community and pride, and reflects the City's purpose of improving the livelihood of its residents in a direct and positive manner; and
WHEREAS, Partnerships for Los Angeles Schools seeks authorization to use the City Seal on its school uniforms for a five-year period (2008 to 2013) commencing on the date of the passage of this motion; and
WHEREAS, the Partnership for Los Angeles Schools seeks the right to obtain reauthorization for the use of the City Seal at the conclusion of this five-year period; and
WHEREAS, the Los Angeles City Council find that the use of the City Seal by Partnership for Los Angeles Schools on school uniforms for all its schools serves the best interest and purpose of the City;
I THEREFORE MOVE:
1. The Los Angeles ,City Council finds that the stated use of the City Seal by
Partnerships for Los Angeles Schools advances the public purpose of the City
of Los Angeles;
2. The Los Angeles City Council authorizes Partnership for Los Angeles Schools
to use the City Seal on school uniforms only for all of its schools for a five year
period (2008 to 2013) commencing on the effective date of this motion;
and, moreover, affords it the option to seek and obtain reauthorization to use
the City Seal at the conclusion of the five-year period referenced above and
for additional schools during the authorized period; and
3. . The City Clerk and the Intellectual Property Counsel of the City Attorney's
Office prepare and execute a non-exclusive trademark license agreement with
Partnership for Los Angeles Schools for the use of the City Seal accordingly
in order to protect the City's rights and interests.
